How do you advise to manage a percentage-based fee when the out turn construction cost inevitably changes from the inital estimate?

I have just submitted my first proposal using this system, but one thing I was getting a little hung up on was how to phrase the payment terms and conditions when using a percentage of construction as the basis for the fee options. Just wondering if you have an eloquent solution to wording both the overall fee and the terms as the fee % is an option. Normally one would say something like the scope of Basic Services will be provided on an hourly basis not to exceed XX% of Final Construction Cost of the Work, but when the percentage is an option how best to phrase that?

How do you compete with lower priced competition as you are working to train younger staff that take more time to do the work?

How to I prepare potential client for what our fee range will be and have them understand the value in that? It seems they only really understand it when the project is completed/built.
